THE FACT ABOUT MERCEDES EIS REPLACEMENT THAT NO ONE IS SUGGESTING

All fuses have energy except for 22-25 which the handbook states are for motor electronics. I suppose what I’m wanting to know is exactly where are those fuses drawing their power source from? Is there some other things that could possibly be triggering just People Fuses to not get any energy? Any help of any form is significantly
